Scope and Content Note
A substantial portion of the Archives, including 36 folders, 65 audiotapes, and 29 videotapes, pertains to the career of Bill Clinton. These materials date primarily from 1974 to 1986, and include items from his campaigns to be elected representative to Congress, state attorney general, and governor of Arkansas. These items include campaign flyers, posters, bumper stickers, and pins, as well as the texts of speeches and letters. Of interest are several exploratory polls that aided Clinton in determining whether to seek the office of governor or senator in 1978. The tapes include speeches, radio commercials, and campaign jingles.
In addition to the Clinton materials, the Archives includes materials from the political campaigns of almost 400 other politicians. Especially noteworthy are items pertaining to the political campaigns of David Pryor, Dale Bumpers, J. William Fulbright, Jim McDougal, John Paul Hammerschmidt, Winthrop Rockefeller, and Orval Faubus. The Archives also includes materials on state and national elections, notably the Senate races of 1974 and 1978; the Arkansas gubernatorial race in 1978; and the presidential races of 1936, 1960, and 1972.
In assembling the Archives, Smith and Rogers included the term papers of their students. These papers both give detailed accounts of selected elections and politicians and focus on special topics in public communication.
The Archives includes over 130 audiocassette tapes; almost 850 reel-to-reel audio tapes; 13 Beta and 22 VHS video tapes; and approximately 40 reel-to-reel video tapes. They include 543 tapes from the conservative National Education Program's "Behind the News" radio show, featuring George Benson, president of Harding College in Searcy, and his successor, J. Terry Johnson of Enterprise Square, Oklahoma. These tapes are dated from March 1975 to August 1985. The remaining tapes relate primarily to politics in Arkansas. Exceptions include tapes from the presidential campaigns of Gary Hart and Bob Dole and presentations at the University of Arkansas by atheist Madalyn Murray O'Hair and left-wing activist Grant Cooper of the Progressive Labor Party. The tapes feature appearances and speeches, commercials, and campaign jingles by politicians such as Bill Clinton, David Pryor, Dale Bumpers, Jim McDougal, and John Paul Hammerschmidt. Also included is a recording of a Reagan-Bush rally in northwest Arkansas sponsored by entertainer Jimmy Dean.

Biographical Note
The Archives was begun in 1975 by Dr. Jimmie Rogers of the University of Arkansas' Department of Communications. Because of their shared interest in the subject of political communication, Rogers and Stephen Smith collaborated on assembling materials relating to politics, with an emphasis on politics in Arkansas. Materials used in their research comprise a large portion of the archives.
Before joining the university faculty as an assistant professor of Communication in 1983, Stephen Smith had an active political career. In 1971-1974 he served as representative from Carroll and Madison counties in the state General Assembly. He attended the Democratic National Convention in 1972 as a delegate from Arkansas. He was an assistant to Governor Bill Clinton in the late 1970s. And in 1979 he was a delegate to Arkansas's Constitutional Convention.

The Arkansas Archives of Public Communication was donated to Special Collections by Dr. Stephen Smith of the University of Arkansas's Department of Communications on September 13, 1996.

Appendix 1: Audio and Video Tape Notes
The audio and video tape notes are divided into four sections: audio cassette tapes; reel-to-reel audio tapes; all video tapes; and the B Series tapes. The B Series tapes are audio recordings of the conservative Christian radio program "Behind the News," featuring Harding University president George Benson. Designations of the tapes were assigned in the Archives unless otherwise noted. The tape index (Box 73) created for the Archives uses these designations. Information in these notes and the comprehensive index, Appendix 2, supersedes the Archives's tape index. Cases where the designated item is not part of the collection are signified by "NA."
Descriptions of the audio cassette tapes are based on review by the processor. Descriptions of the B Series tapes are based on the program cards in Box 74. Descriptions of all other tapes are based on tape labels or information in the tape index in Box 73. Reel-to-reel and audio cassette tapes contain many duplicate recordings.

There are three series of audio cassette tapes. The first two series, "AC" and "Cass," received their designations in the Archives. The CT (cassette tape) Series was created during processing. All cassette audio tapes have been reviewed by the processor of this collection; these notes reflect the findings of the review. Cases where the designated item is not part of the collection are signified by "NA."

B Series Audio Tapes
These tapes are reel-to-reel recordings of the National Education Program's "Behind the News" show. Reflecting a distinctly conservative Christian viewpoint, the show featured George Benson, president of Harding University in Searcy, until his retirement in April 1984. Benson is the commentator on tapes 1-476. His successor, J. Terry Johnson of Enterprise Square, Oklahoma, is the commentator on the remaining tapes. Each tape is approximately 15 minutes long. Because of the show's distinct perspective, a separate subject index has been created for the B Series Audio Tapes; it is located at the end of the collection index. Item descriptions are based on information provided on the program cards in Box 74.

The first two sections, the "Index of Persons" and the "Index of Events and Things," are referenced to the entire collection except the B Series audio tapes in boxes 56-71. The B Series audio tapes are recordings of the conservative Christian radio program "Behind the News," featuring Harding University president George Benson.
