Petition, 1871, presented to Governor Powell Clayton by Hempstead as counsel for claimants M. S. Hancock and John P. Kelley, levee and ditching contractors, praying issuance of auditor's warrants to replace voided warrants issued in 1861 in payment due claimants by the State of Arkansas; attaching 45 voided warrants as Exhibit "A"; and bearing the endorsement of Governor Clayton, May 25, 1871, referring claim to Hon. Jno. R. Montgomery, Atty. Genl., for examination.
