Pension application form letters and documents received or submitted by Baxter's widow to the Department of the Interior Bureau of Pensions. Documents include those pertaining to Baxter's divorce from his first wife Matilda in 1869 and an 1863 promotion certificate presented to Corporal Robert D. Harris of Company I, 2nd Arkansas Cavalry (Union).

The collection includes letters primarily written by members of the Towell family, Samuel Towell's certificate of registry for land in Clarksville, Arkansas, and one photograph (tintype). The letters pertain to early Arkansas, the Civil War, and the California Gold Rush. The tintype is of Nancy Atkins Towell, wife of Samuel Towell. Samuel and Nancy Towell had three sons: John H., William, and Isaac.
