Ann Askew was born October 1, 1936, to Hazel Savage Askew and Jess Lee Askew in Little Rock, Arkansas. She graduated from Little Rock Central High School and then attended the University of Arkansas. On April 25, 1959, she married Grady McCoy, Jr.; the couple had three children, Rebecca Askew McCoy Brown, Grady Lee McCoy III, and Read Holmes McCoy. Ann McCoy worked as a receptionist in Arkansas Lieutenant Governor Bob Riley’s office, then had a successful real estate career with Little Rock’s Bueter-Gibson realty from 1975-1985 before being appointed as Governor’s Mansion Administrator for Bill Clinton’s gubernatorial administration in 1985. She held that position for the remainder of Clinton’s administration, and then moved to Washington, D.C. to work in his presidential administration, first as Deputy Social Secretary (1993-1995), then as Deputy Director of the White House Visitors Office (1995-1998), and then as Special Assistant to the President and Director of Personal Correspondence (1998-2001).
