Scope and Content Note
Letter dated at Washington, D. C. January 16, 1885, from United States Attorney General Benjamin Harris Brewster to Parker, Judge of the United States District Court for the Western District of Arkansas, Fort Smith, together with two other documents created or received by Parker, February 2, 1885 and August 22, 1888, pertaining to the employment of a stenographer for the court. After this term, Parker was elected to represent Missouri's 7th district in the U. S. House of Representatives, serving in that role from 1871 to 1875. Parker is best known for the next phase of his career wherein he served as a member of the federal judiciary. He was nominated by President Ulysses S. Grant to serve on the United States District Court for the Western District of Arkansas in 1875. Parker moved to Fort Smith, Arkansas to begin serving in this role until his death in 1896. Parker became known as "The Hanging Judge" because of the amount of death sentences his court gave out.

Biographical Note
Isaac Charles Parker was born in Barnesville, Ohio on October 15, 1838. Parker passed the bar exam in Ohio in 1859 and moved to St. Joseph, Missouri shortly thereafter. Parker began his political career by being elected as city attorney for St. Joseph between 1861 and 1863. After the American Civil War, Parker served a six-year term as judge of the Twelfth Missouri Circuit.
