Biographical Note
The Bureau of Educational and Cultural Affairs began in 1940, when the coordinator of Commercial and Cultural Affairs for the American Republics, Nelson Rockefeller, initiated an exchange of persons program with Latin America. By 1959, this exchange program was assigned to the newly created Bureau of Educational and Cultural Affairs (CU). In 1961, the Bureau of Educational and Cultural Affairs (now recognized as ECA) was established within the United States Department of State. Today, the ECA is involved in creating peaceful relations with other nations by means of educational and cultural exchange.

Acquisition Information
Provenance of the collection is uncertain; some or all of the materials may have been compiled by J. Manuel Espinoza, who was a Deputy Director of the Office of Inter-American Programs in the Bureau of Educational and Cultural Affairs (CU), as the collection includes 1974 correspondence likely to Espinoza regarding his research topic, “Expenditures for Cultural Exchange between the U.S. and China, 1945-1948.”
