Scope and Content Note

The collection consists of materials regarding the political activities of Carole L. Harter (Carole Westby at the time of her campaigns), particularly her 2006 run for Arkansas House District 98 seat and her 2008 run for Benton County Justice of the Peace District 10. Materials include correspondence, press coverage, speeches, polling and voting results, and district maps.

Biographical Note

Carole Linebarger Westby Harter was born in 1941 to Florence France and C. A. Linebarger, Jr. She worked as a realtor and as a secretary at Northwest Arkansas Community College. In 2006, she unsuccessfully ran against Republican Donna Hutchinson for the Arkansas House of Representatives District 98 seat. In 2008, she unsuccessfully ran for Benton County District 10 Justice of the Peace. Harter also served as Treasurer for the Benton County Democratic Central Committee, and was president of the Bella Vista Historical Museum for 18 years, before stepping down in 2016. In 2012, she married Bill Harter.

Arrangement of the Papers

Materials have been arranged by campaign and by format. Justice of the Peace materials were originally received in a binder, but have been re-foldered for preservation reasons, while retaining the same general topical groupings. House District 98 campaign materials in Box 2 were also originally received in a binder, and foldered for preservation reasons.

Acquisition Information

The Carole L. Harter Papers were donated to the Special Collections Department by Carole L. Harter of Fayetteville, Arkansas, on September 10, 2018.

An additional binder of materials (Box 2) was donated by Harter on May 1, 2019.
