Scope and Contents

From the Series:

Correspondence; memoranda; policy statements; minutes, agenda, and selected documents regarding commission meetings for the years 1979-1982; program proposals, arranged alphabetically by country; annual reports; and membership files pertaining to Fulbright commissions. Binational commissions, also called foundations, are created by executive agreement between the United States and participating countries to administer the Fulbright Program abroad. They are responsible for screening local candidates for grants, selecting qualified local educational institutions for participation in the program, planning educational exchange projects, and supervising incoming American grantees. The U.S. embassy or consulate performs these functions in countries where there are no commissions or foundations.

Files also concern exchange agreements with participating countries, arranged alphabetically by name of country. Included also are comments of commission members in Western Europe on Ben Posner's 1973 study of the Fulbright-Hays Program. (See Series 1:1 for Posner report.)
