Harris, a native of Hempstead County, Arkansas, represented the fourth Congressional district of Arkansas in the 77th-89th United States Congresses, from January 3, 1941 until his resignation February 2, 1966 to accept appointment as United States District Judge for the Western District of Arkansas. For 23 years a member of the House Committee on Interstate and Foreign Commerce, Harris served the committee as chairman from 1956 until his retirement from Congress.
